May, 1873 to May, 1895
Election held April 25,1873 to change old form of government from an incorporated town to a city. Ordinance passed on April 28, 1873. Election held May 12, 1873.
Meetings - 2nd and 4th Mondays @ 7:30 p.m.
1st Ordinance passed - defined City limits
2nd Ordinance passed- regulating the collection of penalties and fines imposed in behalf of the City of Plymouth
3rd - Protecting the public, peace, morality, decency, and order.
4th - Defining the duties of Street Commissioner, and street and road labor.
7th - Prohibiting swine on downtown streets
8th - Protecting shade trees
Claim #1 was paid June 9, 1873 to Mrs. E. Dawes for $31.25 for rent on fire house.
First City meeting place - Corbin brick building
July, 1873 - assessed valuation in City of Plymouth $700,000 (real and personal). Expenses need $7,000 - making a city tax of $1.00 on every $100.00. Poll tax - 50Cents; Dog tax - $1.00 male and $2.00 female.
First brick part of Washington School built. First asked for $20,000 bond. School was let for $22,700 minus heating and seats - asked council for $5,000 more.
In 1873 - 78 male dogs and 2 female dogs licensed.
February 9, 1874 - Johnson elected president of Council pro-tem.
